    Honored Ladies and Lords of the High Council

    It is my duty to report a most unexpected yet agreeable situation has been contained. As of two cycles ago, an unknown element intruded upon our headquarters on Vulcana Regar, eluding detection by disabling our security measures, only to break into my office to surrender himself willingly. After an inquiry disproved the possibility of an internal element rendering aid to the intruder, a stardard interrogation yielded no information.

    It was only until the prisoner volunteered to subject himself to a mind meld with myself that any information was extracted.

    Our speculation has been proven correct. Romulans are attempting to infiltrate Vulcan society. Furthermore, their fleet is readying to mobilize, looking to cross into the Neutral Zone. The Imperial Military Science Institute is perfecting a functional "cloaking device", capable of shielding their vessels from visual and instrument detection. Agreeably, the energy expenditure is great, and the resources involved in its fabrication are prohibitive for mass production. Nevertheless, the situation demands further investigation and vigilance.

    The prisoner has been identified as [CLASSIFIED], Commander in the Imperial Fleet. The Commander was sent to Vulcan as a spy, to determine our awareness of the situation and to infiltrate Vulcan Sector Command, in order to facilitate the safe passage of cloaked Romulan vessels through our planetary defense network. The Commander believes the Imperial Fleet sent him on this mission as punishment for his political views, expecting he would be captured and either imprisoned or terminated by the V'Shar. Commander [CLASSIFED]'s thoughts show that he has opposed Romulan expansion beyond the Neutral Zone, and that he suspects an third party influencing this aggressive policy. I agree with his logic.

    Commander [CLASSIFIED] has chosen to surrender himself to the V'Shar, and reveal not only all he knows regarding the Romulan plans for Vulcan, he has also volunteered the names of all known Romulan agents. The suspects in question have been detained and questioned: they are, indeed, Romulan spies.

    The ladies and lords will remember there is no technique that can shield or mask the truth from a mind meld. At least some of our Romulan cousins apparently remember this fact, and I believe this is what the Commander was expecting. I can detect no malice towards Vulcan on his part... although I must confess the strength of his emotions -particularly pride, rage, disappointment and a need for vengeance towards his own government- is most disagreeable. It is highly illogical.

    I have no reason to disbelieve accounts regarding this "cloaking device". We must not underestimate our lost cousins: they are, after all, in a way, Vulcans. Their lack of adherence to logic and their savage emotions have not clouded their intellects or their efficiency. I would request you authorize the launch of our own investigation into Romulan space, leaving Starfleet and the Federation from knowing of it. Humans and Andorians have proven, time and again, to be illogical, unefficient and prejudiced. They are unaware -as are most Vulcans- of the common ancestry shared by Romulans and Vulcans. Should they come to this realization, they would no doubt feel insulted and deceived, as is so often the case.

    When will they learn that an omission is not a lie? If we choose not to disclose certain information, it has ever been because they are not ready to receive it.

    Commander [CLASSIFIED] has asked to speak before you, a request which I have denied, for security purposes. I did, however, agree to deliver his message to you. The Commander volunteers his service to the Ministry of Defense, a request which I suggest you officially decline. He is, after all, a Romulan: it would be illogical to place him in a position where he has the opportunity to potentially harm Vulcan.

    However, Surak teaches us Infinite Diversity in Infinite Combinations. I see no reason why [CLASSIFIED] cannot be integrated into Vulcan society, once a new identity is crafted for him. The V'Shar will continue to hold him under surveillance until such a time as he is deemed to be no threat. It would be inefficient and illogical to let his talents go to waste, and so I suggest offering him a teaching position in the Ministry of Defense's Academy: a compromise. He will be able to prepare the next generation of Vulcan officers, yet the position will not gain him access to any sensitive areas or material.

    May I further suggest that he never be allowed to leave Vulcan.

    I await the Council's decision.

    May your service as head of the V'Shar be as efficient as that of your predecessor, Sonak.

    Of the multitude of tasks and cases now under your purview, it is the decision of the High Council that you continue to personally monitor that of the man now known as S'Tokar, Chief Instructor in the Ministry of Defense Academy. A study of your predecessor's records will show you that he was once Commander [CLASSIFIED] of the Romulan Imperial Fleet. His fascinating emotional control, his actions during the attempted Orion invasion in [2225], as well as his training of the most efficient starship officers ever to serve in Vulcan Sector Command has made him a respected member of Vulcan society.

    The High Council has given its blessing to the union of S'Tokar and the lady T'Lara. [CLASSIFIED]'s house is noble, having descended from that of lord S'Task of Vulcan, making him elegible for such a union.

    It is the ruling of this body that all surveillance of S'Tokar is to be suspended. On this day, he truly becomes a son of Vulcan, and is allowed back to his ancestral home. While other members of this body do not share my beliefs, I detect that this could be a small step in the way of Reunification, and endeavour that will, undoubtedly, take centuries. Yet Surak himself once said all great journeys start with but a single step.

    We have found the admission aplication for your son, Skon, most irregular.

    In my tenure as Headmaster, I have never been personally contacted by a member of the High Council regarding a prospective student. However, once the Lady T'Pau expained the... unique... circumstances of your son, I find that there is logic in her special request.

    I trust you are aware of our dilemma: your son is half-Romulan. His preparation and instruction shall, therefore, be more problematic than usual. To this end, allow me the following suggestions:

    It is imperative that the boy not know his true nature. Consider the case of the son of Sarek. The Ambassador considered it prudent to make his son aware of his half-human nature -indeed, it would be difficult for him not to, since the Lady Amanda is present in his home- and the boy's preparation suffered for it. The social stigma of being a half-breed has followed him throughout his education at this institution. It is most disagreeable and illogical, but it is nonetheless true: Vulcan society is not prepared for interspecies breeding at this time.

    It is only because of the Lady T'Pau's message that I am aware of your own nature. Your emotional control is most impressive, and I believe I can now understand the reasoning behind your well-known yearly expeditions to the deserts surrounding Mount Selaya. For a Romulan, the denial of emotions must be unbearable. Such journeys must provide you with the space needed to give free reign to your passions. The collection of Le-Matya fangs in your home makes the focus of your pent-up rage evident.

    You are, therefore, aware of the need to continue your personal secrecy, but I shall further impress this on you: to reveal your nature to your son -and therefore, to lay bare his own- shall do the boy a disservice. Consider the public emotional struggle of Spock, son of Sarek: if a human parent can give such confusion and inner torment to a boy, then the strain of Romulan emotions must be a hundred times greater. In your written request to this body, you cite the peace the teachings of Surak have brought to your katra. I would request to you that you give this gift to your son by withholding his true nature. Allow the boy to think that all Vulcans must go through his struggle to control his emotions, and he will rise to the challenge. In this matter, I am in agreeance with the Lady T'Pau. It would be... unwise.. to defy the Council's ruling.

    Your son's admission tests show great promise. I have no doubt that in the years spent in this instutition, we will be able to mold him into an efficient addition to the Science Academy.

    I vow to you my eternal silence in this matter.

    Honorable ladies and lords of the Vulcan High Council.

    Our efforts to recruit Skonn, son of S'Tokar, have been successful and most fruitful. As his recent cultural exchange to the Andorian Science Directorate's cultural exchange has proven, Skonn possesses an intuitive understanding of the emotional outbursts of Federation races such as Tellarites, Andorians, Saurians and Humans. No doubt, his latent Romulan emotions, although completely repressed, offer him an insight into emotion that most Vulcans lack.

    It is agreeable to find that Skonn has devoted much of his studies into the Vulcans that lived before the time of the Sundering. Perhaps he is fueled by a subconscious desire? Fascinating. It is this interest that has made him susceptible to recruitment, which is most agreeable.

    It was... unexpected to learn upon initial evaluation that Skonn is aware of his true nature. It seems Chief Instructor S'Tokar recently revealed his secret on his deathbed. That Skonn has handled this knowledge in a most logical fashion, while still adhering to Vulcan discipline, is a credit to his preparation, upbringing and discipline.

    Our latest intelligence reports are unfortunate: not only was [CLASSIFIED]'s information accurate, we now know the Romulans have already attempted to cross the Neutral Zone. Even more unfortunately, Starfleet is now aware of our common ancestry with Vulcans. It is to be commended, however, that they did not react illogically.

    Section 31 has contacted this body in the hopes that we may send a covert agent deep into Romulan space. That they would show their "slight concern" to us so blatantly suggests that their need for information is desperate. In their terms, Vulcans can "blend in" with locals, even under sensor scrutiny: something no human, no matter how well disguised, can accomplish.

    With the Council's approval, the V'Shar will send Skonn on a reconnaisance mission deep into Romulan territory. It is my belief that agent Skonn can be used much like the tal-shaya of our forefathers: precise, efficient and deadly, if need be. Section 31 has already agreed to provide the necessary insertion and extraction.

    On the unlikely chance that agent Skonn could go rogue, as his Romulan heritage is an unknown factor, I reccommend that agent T'Par also be comissioned to go with him. While younger than agent Skonn, agent T'Par is more experienced in undercover operations, and can be counted upon to correct any unforseen problems, should the need arise.

    There is, however, one caveat: Section 31 requests that after extraction and debriefing, Skonn and T'Par be comissioned as Starfleet officers, to "repay their goodwill and resources and contribute their on-hands expertise for the good of the entire Federation, not just Vulcan."

    As the humans say, in this matter, "they need us as much as we need them." We are much more aware of the magnitude of the threat of a Romulan invasion of the Alpha Quadrant. It would be far more disastruous than a war with the Klingon Empire. Presently, the Ministry of Defense lacks the means to insert our agents into Romulan space without being detected. Although the requested concessions are most disagreeable, I can find no other alternative. It should be noted that even after being commissioned, the agents will continue to report back to us. This is an agreeable compensation for losing two experienced agents to Starfleet.

    Esteemed Lady T'Pau:

    It is with a heavy heart that I write today to inform you that Lieutenant Commander Skonn and Lieutenant T'Par were lost in the line of duty. They died during the rescue of a shipful of refugees from Altair VII from a squad of Orion pirates. However, through their actions, and those of their shipmates, the refugees were given enough time to make their escape. Their Starfleet careers were examplary, and reflected the best traditions and values of not just Vulcan but of the entire Federation. I don't have to remind you that their help was invaluable in procuring the specs on the Romulan cloaking device... without their help, Kirk's extraction mission would have been impossible. They were also responsible for securing the defection of Commander t'Rahnna, who's proved to be a wellspring of Romulan military information, and had since become a valuable asset to the Fleet. I say had, because regrettably, she was lost as well.

    I know you and I have never seen eye-to-eye regarding Vulcans in Starfleet, but I ask you to respect and honor their sacrifice all the same.

    I inform you so that you may notify their next of kin in whichever way the traditions of your people dictate... I would hate to dishonor their memory by displaying emotion to their closest relatives. 

    I again encourage you to look upon their service, as well as that of Spock, as shining example of all we can achieve if Vulcan and Starfleet join forces. 

    The sky's the limit.

    Honored ladies and lords of the Vulcan High Council

    While the Section 31 endeavour code named Project Christopher has granted the Federation the opportunity to turn the tide of the Klingon War, our sources within Starfleet Command have presented us with a troubling prospect.

    Our distant cousins, even while reduced to a fraction of their former population and political power, are being manipulated into a war with the Federation by a third party. History would repeat itself, it would seem. Even with the officers and resources acquired by way of Project Christopher, the Federation cannot win a war on two fronts, especially not one against an aggressive race that, if you will pardon the use of a human idiom, "feels it has nothing left to lose".

    We must use the resources of Project Christopher to acquire assets that will help us defuse this arising conflict. We cannot expect Section 31 to deal with this situation properly, as their lack of efficiency and tact has proved disastrous in the past.

    I have thoroughly researched the records of my predecessors, Sonak and Selak, and I believe I have found two exceptional candidates. You will find their records attached.

    Skonn and T'Par were experts on Romulan culture and behaviour. Granted, the Romulans of the 23rd century -a time before the Tal Shiar dominated the Empire through fear and suspicion- are far removed from our contemporary cousins, but at their core, a Romulan will always remain the same: passionate, aggressive, predictable. Presently, no agents can match their experience or their detachment, as both agents will not be swayed by the near-exctinction of our cousins.

    The risks of altering the timeline are nil. Starfleet records indicate the agents were lost in a battle with Orion pirates in 2266. Coordinating with Section 31, it is possible to extract both subjects moments before their ship was lost with all hands. Upon arrival, they would be acclimatized and briefed. 

    Temporary confusion may arise, yet they are Vulcan. Records show they had an extreme aptitude for problem solving and efficiency. I anticipate no long-term issues.

    Records show a Romulan defector, a D'Ahr t'Rahnna, officialy designated as a Vulcan ensign by Starfleet Command, was lost in the same incident. I would reccommend her extraction as well. Her direct knowledge could prove invaluable and, by all accounts, the three subjects opted to work together prior to their demise. It would be logical to preserve that dynamic.

    All resources are ready for extraction. We await only your approval.
