A former member of my fleet (James Bailey), posted on my site suggesting that this fleet was interested in opening Negotiations for a basic affiliation Treaty. Such a treaty is subject to council approval of course, but as Commander in Chief of The Canadian Federation, I thought I would initiate contact.
