It looks like a Cardassian design to me. It reminds me of the Cardasssian Hideki from DS9 with the scorpion style rear to it.

EDIT:

Looking at Ex Astris Scientia there are two variants of this ship, a low powered patrol ship and a fighter, based on the Defiant. So it might be a new escort, if it goes by the later DS9 Episodes. The initial design has it down for a large shuttle... so who knows.
