you can buy a ship from the starbase limited by:

The number of ships the starbase has available, a function of provisioning exercises

The tier of the starbase ship yard, which limits the types of ships available

a variable amount of "fleet marks" depending on the ship level that you have

a semi variable amount of Dilithium, depending on if you have the non fleet version of the ship or if the fleet version of the ship does not have a "console", which you convert into ship modules:
